Navy claiming dual citizenship (U.S. citizenship and citizenship in any other country) are in fact eligible for enlistment, but shall not be classified into any rating/program requiring a security clearance. These applicants may be considered for entry into ratings/programs requiring a security clearance upon official renouncement of their non-US citizenship.</p>
<p>The Navy Classifiers shall contact the appropriate rating/program manager prior to classifying any applicant who has officially renounced his/her non-US citizenship into a rating/program requiring a security clearance.</p>

			<content:encoded><![CDATA[<p>Four criteria will be used to determine whether <a href="http://www.navycs.com/blogs/2008/12/11/brands-tattoos-body-art">tattoos/body art/brands</a> are permitted for Navy personnel: content, location, size and cosmetic.</p>
<p>(a) Content. Tattoos/body art/brands located anywhere on the body that are prejudicial to good order, discipline, and morale or are of a nature to bring discredit upon the naval service are prohibited. For example, tattoos/body art/brands that are obscene, sexually explicit, and/or advocate discrimination based on sex, race, religion, ethnic, or national origin are prohibited. In addition, tattoos/body art/brands that symbolize affiliation with gangs, supremacist or extremist groups, or advocate illegal drug use are prohibited.</p>
<p>(b) Location. No tattoos/body art/brands on the head, face, neck or scalp. The neck area for purposes of this regulation is any portion visible when wearing an open collar uniform shirt. In addition, otherwise permissible tattoos/body art/brands on the torso area of the body shall not be visible through white uniform clothing.</p>
<p>(c) Size. Individual tattoos/body art/brands exposed by wearing a short sleeve uniform shirt shall be no larger in size than the wearer’s hand with fingers extended and joined with the thumb touching the base of the index finger. Tattoos/body art/brands that exceed size criteria are waiverable provided they do not violate the content or location criteria.</p>
<p>(d) Cosmetic Tattoos. This regulation does not prohibit cosmetic tattooing to correct medical conditions requiring such treatment. For the purposes of this regulation, cosmetic tattooing refers to medical or surgical procedures conducted by licensed, qualified medical personnel.</p>

			<content:encoded><![CDATA[<p>When you join the Navy the most anticipated part of the process is when you have the chance to sit and talk to the job placement classifier. Their job is to ensure the needs of the Navy are met by best placing you in a job you would be happy with and are qualified for. Keep in mind that the classifiers are showing you what is available. Jobs are available because a school seat is open -<span id="more-10"></span> the school seat is open because there is a need for the billet in the fleet. forcing the issue and demanding a job that didn&#8217;t readily come up for you could place you in a job that is 100% manned making your advancement opportunities more difficult.</p>
<p>Having an open mind is very important!</p>

<p>I am sure the proposed 2009 military pay raise and  	defense spending in general will be a major issue as the national elections draw closer. Should be interesting! I put this <a href="http://www.navycs.com/09militarypaychart.html">2009 military pay chart</a> together using the President&#8217;s proposed 3.4% number. I will be updating as the year progresses if credible numbers other than the 3.4% emerge. The chart DOES contain updates to  	the Reserve pay charts.</p>

<p>On Jan 28, 2008 the President signed the $696 billion 2008 defense authorization bill into law. The 3.5% across the board pay raise will become effective January 1, 2008 and members will receive pay retroactive to that date.</p>
